locl substitution

As I can see opentype locl substitution is not supported by pango. Is it
planned to implement?
I think the simplest example would be substitution of Cyrillic letter be
(U+0431) by its Serbian variant (afii10064) which can be found in the latest
DejaVu fonts. It does not require knowledge of Arabic, Persian, Urdu, etc.
