I have been toying with this rather radical idea, but:
a) No way should this be necessary! Surely there must be a means
of telling fontconfig to stop thinking and just use font X for
Unicode range / script Y. Because the user really wants it to!
b) "Fonts that have Devanagari characters" includes some very basic
fonts (like the GNU Unifont, the GNU Freefont set, and ClearlyU)
that I really don't want to delete because of this problem. In
the case of ClearlyU it would actually be pretty impossible to
delete it, because that one comes with XFree86 and is included
in the required Debian package xfonts-base.
