If you mean the layout mentioned at http://www.qsm.co.il/NewHebrew/Key1452.htm
I decided on purpose to deviate from it, as it in my opinion just doesn't 
make sense to put capital latin characters on shifted Hebrew. Anyhow, this
was discussed on this list around May/June 2000, a thread about "SI1452 
Insanity". And in terms of finding characters on the keyboard, you
get used to everything.
