No you won't. You should have a mechanism for people to guess. Consider
that one needs Nikud only once in a while (say once a month), and she
doesn't want to keep pictures of the keyboard around. The user should be
able to remember the whereabouts of each rarely-used character, so she can
enter it with a few tries.

I found this when deploying Persian keyboards. The latest national
standard, ISIRI 2901 (rarely implemented, sadly), was surprisingly the
best in this regard, since it had good grouping of similiar characters. I
am still not used to the shifted and alted keyboards of the most-popular
desktop publishing software in Iran, Zarnegar.
