Versioning and long term stability promise in GTK+

Hi all;

after the Toronto hackfest of June 2016, the discussion on the
gtk-devel mailing list, and after various discussions at GUADEC 2016
in Karlsruhe, the GTK team has reached a consensus on how the GTK+
project should perform its releases.
