You can better look at the FTP site directly:
http://ftp.gnome.org/pub/gnome/binaries/win32/gtk+/
Here the latest version is 2.24.
I presume Gtk 3 will show up there eventually.

Alternatively you can look at the windows:mingw project at the
OpenSUSE BuildService.

The binary package repository can be found at
http://download.opensuse.org/repositories/windows:/mingw:/win32/openSUSE_11.4/noarch/
On Windows, you can unpack the packages using 7zip.
