What are your worries?
I can see that if I used tooltips and they are actually supported on
insensitive widgets then it would get messy to merge them.
The other thoughts I had were:
1) To make it some form of context sensitive help.
2) Make the items still take events but when selected just display
a dialog or the like explaining why it was disabled.
