I would like to point out that while I agree with Matthias, I think is
still worth working on it and you should go ahead with your
enthusiasm.
Libglade is an example of a quite useful library that was outside of
Gtk+ all these years before GtkBuilder came along and it's been an
essential part of most major Gtk+ applications.

I think you should try out your ideas and keep us up to date here in
the list with your progress, and of course, follow the advice of
people like Behdad and Matthias.

The library being out of Gtk+ shouldn't stop your willingness to contribute ;-)
