both GNOME and Ubuntu HIGs follow the pattern I mentioned above.

in general, all the major desktop platforms — Windows, MacOS X — use
icons sparingly in menus to avoid a visual overload.

"Exit" is still a verb, used in the context of a File → Exit menu item.
