gtk+ menu shortcuts (but not bonobo ones, IIRC) should be editable on
the fly by the user, if they have the
"/desktop/gnome/interface/can_change_accels" gconf key set to true. In
newer versions of GNOME, there's a checkbox for this setting in
gnome-ui-properties.
