widgets stacked in many layers

Hi,

I'd like to build my gui with the following feature:
The background is an Image. On the image I'd like to place some 
arbitrary small pictures, which can move around. These small pictures 
should also have some editable text.

The background image is a volleyball field. The small pictures are 
players, who have names and tricot numbers.

The whole volleyball field should be placed beside other widgets within 
a common window.

Can you give me a hint how to start the search for a solution? I've 
already read about the gnome-canvas, but maybe there are more solutions 
which might be better? The "hard" thing of plans is the stacking of many 
widgets.
