new window on top

Hey,

When I create a new window I want it to behave in the following way:
1. it should not create a new tab on the gnome panel as if it was a new
separate application but be referred by the current tab.
2. it should be on top of the previous window and it must be closed in
order to regain accessibility to the previous window.

How can it be done ?
