Check out the Gladewin32 project on sourceforge.

It comes with an "All in One" installer for GTK+-2.4.9 development and
runtime environment as well as Glade ofcourse. The installer can also
automatically configure cygwin, msys, dev-cpp or msvc++ compilers to
pick up the header files and import libraries. This project is quite
outstanding actually.

I think GTK+-2.4.9 is marvellous on Win32 platforms. Especially if you
use the WIMP theme, you get almost native look and feel even on winXP
machines.
