gconf isn't designed for this. e.g. it assumes you have a home
directory, many servers do not have one.

Could you write a library that was good for both system daemons and
user prefs? Yes. However, gconf isn't currently that library.

If someone wanted to sit down and think through the issues and solve
them, then it could be made such a library.

You're going to have a very tough time convincing any of the major
daemon maintainers to use a config lib though.
