GConf - only for preferences... why?

Hi,
The GConf blurb says it is only for storing user configuration data, and
"...NOT for configuring something like apache."
I fail to see why, or indeed if there is any difference! Surely keybindings
are the same diff as virtual hosts?
The only reason I can see is that GConf is not guaranteed to be available,
whereas you can always write to a text file. Any comments?
