cygwin can not load jpeg image file

Hi!

I was trying to load jpeg image file, it gave me error message:

Unable to load image-loading module: /usr/lib/gtk-
2.0/2.0.0/loaders/cygpixbufloader-jpeg.dll: dlopen: Win32 error 126

does anyone known how to fix it?

p.s. 
 I am using: 
img = gdk_pixbuf_new_from_file (fname, &error); 
 to load image.
