Themes under Gtk 1.2.10 (and potentially 1.3 for WIN32)

I am using Gtk 1.2.10: I want to eventually do this under windows(using
the latest 1.3 gtk kit from the gimp site), however, when I use the
function gtk_theme_engine_get(gchar*) I dont know what to use as the
"gchar*" value.  When running the app, it seems there is a shared lib
that I am to specify here.  However, because it is undocumented, I dont
know which one??

Can anyone help?
