Ok. When the widget in question is a GnomeApp, the expose_event signal
is not emitted when the window appears. When the widget is a
GtkWindow (toplevel), it does:

[wolfgang:~/programmes/ghfaxviewer/src] ./ghfaxviewer  
configure
[wolfgang:~/programmes/ghfaxviewer/src] ./ghfaxviewer-gtk 
configure
expose

The libgnomeui library I am using is :
libgnomeui32 1.2.13-ximian.8
