[GOK] plan for GNOME 3.0 - please comment

Hi Gerd / list,

After some investigation and thought, I would like to propose a plan to
move forward with development on GOK. My research included extensively
using GOK, reading 'Switch access to technology: A comprehensive guide"
published by the ACE Centre [1] and meeting with a number of people
familiar with GOK and on-screen keyboards in general.
