Since Gnumeric is a large piece of software by now, there
are many places where one could start.  It really depends
on your interests and expertise.

Bug 356711 came up recently is a problem where the
fix is going to be isolated to one or two files in the Excel
plugin.

A larger project is bug 306411 (conditional formatting).  The
hardest part of this is likely to be coming up with a sane
gui.
