quote in exporting to csv

In found that when gnumeric export data from an excel to csv text
format, it offer 3 option of add quotation mark
1. never
2. auto
3. always

But none of them work correctly for my purpose, because I want to
always add quote to text data, but no quote for numeric data. While
openoffice do in this way, gnumeric does not. I suspect the reason
is gnumeric pass data without any quote to libgsf. libgsf has no
knowledge of the real data type in cells, can only guess according to
the above 3 options.  Can this be improved?
