On debian that file is part of libcairo2-dev
If jhbuild is trying to build cairo itself (likely), then this is
something of a red herring. The real problem was likely back when
jhbuild configured cairo. Something was missing at that point, and
it disabled the X backend. Try wiping your jhbuild checkout and
watch the log closely as cairo is configuring.
