Not yet. People are working on it and progress is being made, but there's
nothing end-user-usable yet.
In the meantime you could consider using OpenOffice.org
(http://www.openoffice.org) for a free software spreadsheet on windows
platforms.

No. Gnumeric is a part of GNOME Office, but it is not a required component
of GNOME, so machines can have a GNOME installation on them without having
gnumeric installed.
It's reasonable to assume that gnumeric is available for just about every
Linux distribution that offers GNOME though.
3 - Does it come with any other Linux distribution?
"other" as opposed to what?
Gnumeric is packaged for Debian GNU/Linux, for Mandrake, Red Hat, Connectiva
and other RPM based distributions, and presumably others as well.
