The README is incorrect.

Those packages don't exist. What you need are the libgnomeprint2.2-dev and
libgnomeprintui2.2-dev packages, both >= 2.6.0. See

Unstable's GNOME is at 2.4. For gnumeric HEAD/1.3 you need some GNOME 2.6
packages; they are available in the `experimental' archive; see
