There are two levels of tests necessary.

1) Compile time test for the idl decides whether not to generate the .h file
   from the idl.  <this exists>

2) A run time test to enable the evo/guppi items only if their
   components are installed.  I installed the start of this in
   main.c but have not hooked it up or finished it.  Strangely,
   bonobo seems to be ignoring my requests to make the graph guru
   insensitive, but I have not looked into it.
