Thanks for your speedy reply,

Nautilus also has missing icons when installed under KDE.

I seem to have all the gnome *icon* and *theme* packages installed:

gnome-icon-theme-3.9.5-1.mga4
gnome-icon-theme-symbolic-3.9.91-1.mga4
gnome-shell-extensions-user-theme-3.9.91-1.mga4
gnome-shell-theme-elegance-colors-2.1-1.mga4
gnome-themes-extras-2.22.0-8.mga3
gnome-themes-standard-3.9.91-1.mga4
mageia-theme-gnome-1.5.0.35-3.mga4

Is there any build require that maybe missing?

I have attached an strace output to the Mageia bug report, and if the
rpm build log for the package may be useful, a copy is available here:
http://mtf.no-ip.co.uk/pub/linux/barjac/distrib/cauldron/x86_64/core/release/log/gnote-3.9.3-1.mga4.src.rpm/build.0.20130907210854.log

Those two icons are:
edit-find-symbolic.svg
emblem-system-symbolic.svg

On Fedora these are provided by gnome-icon-theme-symbolic package.
