A Gatekeeper system (The GNU Gatekeeper at http://www.gnugk.org/) is
what I should use to do video conferencing and not OpenH323? My
objective is to provide to my small organization a video and chat
system, and, maybe, in the future, Whiteboard capability. Will I need
both OpenH323 and GNUKeeper to do video and chat? I apologize for being
dense, but a clear picture at the beginning will save me from a
stress-induced heart attack later. Thanks for your patience!

Yes, but no moderation system, anybody can connect. A guy has done
patches to have a system with moderation, you can look on google for it,
it is called "stupidmcu" (yes, really).

Not really, use a gatekeeper for this.
