It means that the IP you are calling is not reachable from your computer
or that the port is closed.

You could try :
telnet 10.100.112.8 1720 
and see if it works, I guess it won't.

Firewall on the Netmeeting side?

Obvious, if openmcu is listening on the same port then that is logical
that GnomeMeeting can not use it
