Indeed, it wouldn't be easy.

DBUS would more permit to reembed a GnomeMeeting component into another
application. It wouldn't really permit to pass the images to that other
application.

Yes, using openh323.

What do you mean?
Audio input and output already are plugins.
Video input is also a plugin.
If you mean separating the GUI and write a GM library, then yes, it
would be a major redesign, and I'm not even sure it would make sense as
there already exist a library called OpenH323. So creating a GM library
woudl only add GM-specific features to OpenH323
