Yes you can do that with GConf and put some keys "read-only". That is
described in the sysadmin guide.

A good GnomeMeeting should make those entries unsensitive in the GUI. It
doesn't. But it would still work.

I hope for 1.00 to gray out the read-only entries automatically.
