Using gnome-control-center-3.10.3, when I change the time setting to

As per google, systemd might be required, but my system does not use
systemd - what provides org.freedesktop.timedate1?
It requires systemd's timedated or an equivalent API.
Thanks, but what would be an equivalent API I could use?
What exactly are you trying to achieve here?
You can use systemd's timedated implementation. Or Ubuntu's old systemd
compatible services. I believe some people in the *BSDs are working on
compatible services as well.
If you're on Linux, I'd just use a distribution with systemd instead.
