The design for the Universal Access panel is actually done and finished.

The switch are the primary way to enable/disable the feature. You'll
notice that the Universal Access panel, even though it mostly uses the
same widgets as the rest of the panels is actually laid out differently.
The aim is to make it straight forward to find and enable particular
settings. Your layout makes it hard to see what's enabled, and what
isn't.

This doesn't follow the rest of the panels' spacing usage, and look very
non-GNOMEy.

If you have particular concerns about the layout, feel free to voice
them, rather than dismissing all the work that's occurred before.
