System settings layouts (Universal Access proposal)

Some layouts in System Settings are not as appealing and clear as they could be. The Universal Access, in particular, could benefit from some changes.

I think the problem is mainly because the switch widgets. While they can help to make the decisions more explicit, they are quite difficult to place in a layout.
