Use a new enough version of GNOME with PulseAudio support and it will
work as you expect.

Again, we've already solved those problems, and they are when using
PulseAudio. If it fails to set the default sound card back to the USB
sound card when you plug it back in, then you should file a bug against
PulseAudio with your distribution.
