The way OSX seems to do it, FWIW, is just to match against all the GUI labels in each capplet.  Which is nice in the sense that you don't have to worry about keeping some separate list of tags up to date, in every language you care about.  On the downside, you miss out on some synonyms -- e.g. searching for "projector" in the OS X control center yields nothing, as projectors aren't mentioned in the Displays capplet.

(Presumably we'd need to have a policy that every capplet was implemented with a .ui file if we wanted to do it that way, though...?)
