keyboard + keybindings capplet

Here's the mockup I've done for merging these 2 applets:

I think it looks not bad, so if there are no big objections, I'll start
merging the code in my local copy. (or BTW, I want to branch ASAP so
that we can start all this work (capplets merging + control center
shell) ASAP, so should we branch now?)
