If you need to generate a rar file, I think you can do so from a zip file using this website: http://www.convertfiles.com/

I have used this to convert rar to zip, but not the other way around.  Let me know if this helps,

http://www.rarlab.com has the trial/paid version of rar software - I don't think there exists a free of cost version of that.

http://rpmfusion.org has a repository that includes a free of cost unrar software.

If possible, it's better to use zip or tar archive file formats instead.
