Just another big issue that I forgot to mention earlier. One of the
most important benefits of having the HTML markup done first is that
people can immediately start adding/editing content once it is complete.
Overall, combined with the other issues, this makes the more organized
process of completing HTML first much more efficient (we can take full
advantage of volunteers and have people working on CSS and content at
the same time).
