The sites on that page should be developer-oriented (i.e. be aimed at
translators). On http://www.gnome.org/i18n/ we try to keep sites in
other languages that are instead aimed at users.

Granted, the borderline is not always clear, and there are most likely
some questionable entries on either page, but that's at least the
general idea.
