Translators, artists, and documentors are all welcome to join the foundation. There are many members in the foundation who haven't written a line of code in many years (say, Jeff Waugh) but they have contributed, so are members. Drawing icons, translating, writing a small program, or writing documentation is all it takes to be a member of the foundation, you don't need to work on GNOME full-time.
