In general, make themes more consistent and theme more aspects of the
UI. A major point here are focus rings in the different themes [1].
Other examples include the expander in clearlooks [2] or support for
fill levels in other engines [3].

Get better panel theming. For example the panel could let the engine
render on top of the background image. So it would be possible to make
the panel transparent from the theme.

I think that we need to work on a set of colours that applications can
use. And guidelines of where and how to use them.
This is useful for example in the nautilus "extra" widget, or the
similar widget in gedit (which both have a different colours currently).
Or colours for the notification daemon (normal, urgent) messages.
