You can drag launchers to a workspace to launch them there without
leaving the overview, but it's hardly a good solution.

Indeed that has been suggested before[0]. The main problem is that it
would effectively block <super> from being used as modifier key. Despite
the obvious flames, it might still be the right thing to do though ...
