This was resolved in Fedora by using zones.. basically, they've modified X such that if you go to the bottom corner on the left monitor to the notifications bar, it won't let you go to the right monitor so you don't have to have great accuracy to see the notifications.  I unfortunately cannot find the bug where this was discussed.

If you're using Ubuntu I do not believe that is implemented yet.  I know for sure it is in Fedora 15.  Can't speak for OpenSUSE.
