Why not have a setting for it? All users happy, no compromises done.

You mean the global menu? That horrible thing that confusingly
appears/fades out when applications gain or lose focus and is on

When your mental attitude is to access the application's menu on its own window, then I think the global menu is horrible as you've said. But the same argument can be applied when defending the usability of GNOME Shell, now for the global menu that if you train your mind that you have to access the application's menu at the top bar, then later on you will be comfortable with it since you are now used to it. The good thing about the global menu is it is very useful in smaller screens even smartphones, and that we can compromise larger screens for that matter. Imagine if you want to use a vanilla GNOME Shell on a tablet and think about the wasted space it gets just for the application menu.
