idea - Shell when no apps are running...

hello,

first congrats on Gnome 3 I luvIT!, here is my idea, the shell should
show the overview mode when there are no apps running, the only thing
the user has to do is to select one app and that is it, instead of you
know nothing, i believe that this behaviour is more in what portables
(phones/tablets) behave or not?
