I think its can be a very important things, the fact that we can move panels where we want, to fit to each of our configurations.
We can easily see the top panel going to the bottom, notifications can be reverse with the top or attach to a side.
And my sidebar can be move to all the side or being totally remove if you don't want it.
It will be hard for dev to do a such thing, but users need to be capable to easily adapt their interfaces to their needs.
All configurations can be supported by an adaptable interface. It's one of the great power of Gnome 2.30.

I prefer the mockup that sombody did... (forgot who it was, sorry) but I suggested it about a week ago and somebody did a mockup of a panel dock.....
