Look at the message in var/log/messages "Nov 21 07:06:53 localhost 05-pam_console.dev[4466]: Restoring console permissions for /dev/ttyUSB0" If you look at the permissions now on /dev/ttyUSB0 I wonder if they are still 666 ? UDEV could be putting them back to default.
