The content would be mostly static HTML/images/etc though - why do you think it's risky?
 
Also the exact workings of the help system is quite desktop
specific, is it not. (I.e. it won't work for non-gnome apps.) 

That is true - but e.g. the KDE help system uses different paths IIRC.
XDG_DATA_DIR/help is a GNOME-specific directory as far as I know.
