New gnome sdk images

I updated the images at http://209.132.179.91/repo/ and
https://people.gnome.org/~alexl/gnome-sdk/repo/ with the latest builds.

New in these are:
* updated to gnome 3.15.4
* Added some new packages: 
  enchant (and deps)
  gstreamer 1.0 (no plugins yet though, so not very useful)
* Updated llvm to 3.5 and mesa to 10.4.2
* Moved all locate data to separate sub-runtime, saving 150 megs
  for org.gnome.Platform.

This last one needs a bit more explanation. The way the runtime looks is
that e.g. /usr/lib/locale/sv_SE is a symlink to 
/usr/share/gnome-sdk/locale/sv/lib/sv_SE, which is an empty directory in
the main runtime.

However, the metadata for the runtime contains a listing of an extension
point called org.gnome.Platform.Locale at /usr/share/gnome-sdk/locale
such that if you have a local runtime named org.gnome.Platform.Locale.sv
it will get mounted on /usr/share/gnome-sdk/locale/sv, replacing the
empty directories with content.

So, if you want swedish translations, just do:
 xdg-app install-runtime org.gnome.Platform.Locale.sv 3.16

and it will automatically get picked up by the latest xdg-app.
