Maybe I'm wrong (in which case this just shows we need someone who was
at the GUADEC BoF to improve the wiki page ;-)), but the way I explain
it is:

  GNOME OS is a codename covering a set of high-level goals for GNOME:
  improving the core user experience, making application development
  significantly easier, and making GNOME more easily testable by the
  community.

  We won't be afraid of fixing low-level parts of the system (generally
  stuff that is not part of GNOME), and the overall result of our
  efforts will be a much better OS.

  And yes, it's not the best name ever for that set of goals.
